Article 243B Constitution of Panchayats

(1) There shall be constituted in every State, Panchayats at the village, intermediate and district levels in accordance with the provisions of this Part.

(2) Notwithstanding anything in clause (1), Panchayats at the intermediate level may not be constituted in a State having a population not exceeding twenty lakhs.

What is Article 243B of Indian Constitution

  • This article mandates the establishment of Panchayats at three levels: village, intermediate, and district levels, in every State of India. However, it provides an exception that in a State with a population not exceeding twenty lakhs (two million), Panchayats at the intermediate level may not be constituted.
  • In essence, Article 243B lays the foundation for the decentralized system of local self-government through Panchayats in rural areas, ensuring that they exist at the village and district levels and optionally at the intermediate level, depending on the population of the State.
